Why are dialog and tutorial dialog boxes blank?

TerritoryMapper must be installed through an Administrator account.
TerritoryMapper must be run through a PowerUser account, or higher privilege.
If a Standard User installs or runs TerritoryMapper, these dialog boxes will appear blank.
